feat(panel): reorganize navigation menu and rename dashboard

Menu changes:
- Add "Enquêtes" menu item with pen icon
- Change "Impacts" icon from book to globe
- Add "Laboratoire" menu item
- Add navigation section with Contact, À propos, Mentions légales
- Clean up duplicate separators

Site blueprint:
- Rename "Site" to "Dashboard" for clarity
